AdaptHealth Appoints Suzanne Foster as Chief Executive Officer

PLYMOUTH MEETING, Pennsylvania—AdaptHealth Corp. (AdaptHealth or the company), a leader in providing patient-centered, health care-at-home solutions including home medical equipment, medical supplies and related services, announced that its Board of Directors has named Suzanne Foster as its chief executive officer. Foster will assume leadership of the company from interim CEO and Chairman of the Board, Richard Barasch, on May 20, 2024.

Foster will join the company from Danaher Corporation where she served as president of Beckman Coulter Life Sciences, a global provider of biomedical technologies and laboratory instruments. Foster brings more than 25 years of health care experience as a purpose-driven leader with a strong track record of leading growth businesses in the health care market, specifically in-home care, life sciences, medical devices, supply chain and distribution and health care technology. Foster has a demonstrated history of delivering consistent growth and improving profitability. Previously, Foster served as the president of Cardinal Health At-Home Solutions, President of Stanley Healthcare, a Stanley Black & Decker business, and general manager of Medtronic Advanced Energy. Foster holds an MPH in law and health policy from Harvard University and a JD from Suffolk University Law School.

Following Barasch’s transition of leadership to Foster, he will remain as chairman of the Board until June 30, 2024, when he will step down from the Board of Directors. After June 30, 2024, Barasch has agreed to serve as needed at the request of Foster and the AdaptHealth Board of Directors as a special advisor to the CEO. The Board of Directors is in the process of identifying a replacement board chair.

'Speak Up & Speak Out,' LeadingAge Members Head to the Hill on Lobby Day 2024

WASHINGTON—Senator Mike Braun (R-IN) joined Katie Smith Sloan, president and CEO of LeadingAge, and hundreds of the association’s nonprofit and mission-driven members for the kick-off of annual Lobby Day activities.

More than 225 LeadingAge members, who serve older adults and families nationwide in a range of care settings and community types, along with many leaders from the association’s state partners that represent providers in 41 states across the country, headed to Capitol Hill on Wednesday, April 17 on the third and final day of the organization’s Leadership Summit 2024.

“Our purpose is noble; it is time for policymakers, the media and the public to recognize aging as a stage of life and to demonstrate through their actions that older adults and those who serve them deserve to be supported,” Board Chair Roberto Muñiz, president and CEO of New Jersey-based Parker Health Group, said on the Summit’s second day, following up on Sloan’s opening day guidance urging Summit attendees to use their time in Washington to “speak up and speak out” while on the Hill.

“You are the experts in what you do; they [lawmakers] are not,” Sloan said. “You […] recognize the urgency of ensuring that members of Congress understand what is happening outside of Washington and the enormous headwinds your organizations are facing.”

Throughout the day, members visited their elected officials in the House and Senate to discuss critical aging services issues to ensure older adults and families can access the care and services they need to age with dignity, including:

Enact robust affordable senior housing funding in Fiscal Year 2025.
Expand hospice services to ensure access and caregiver support and fortify the hospice workforce.
Ensure MA beneficiaries have equitable access to care and services, while also preserving providers’ financial viability.
Stop the federal nursing home minimum staffing mandate and fix the nursing home CNA training lockout.

Williard Earns Promotion in Recognition of Payer Relations Achievements

ARLINGTON, Virginia—The American Association for Homecare (AAHomecare) announced the promotion of Laura Williard to senior vice president of payer relations, reflecting her leadership role in guiding the Association’s payer relations efforts.

“When we brought Laura on board to launch our payer relations program, I was very confident we were making a smart hire—but her contributions have proven to be even more significant than I expected,” said Tom Ryan, AAHomecare president and CEO. “Laura has made AAHomecare a force in advocating for HME at the state level and has increased our industry’s capacity to influence reimbursement rates, regulations and access to care for patients served by Medicaid and a wide range of major non-Federal payers. Our payer relations work is an absolute success story, and Laura Williard is at the center of it.”

Since joining AAHomecare in May 2016, Williard has focused on educating and connecting home medical equipment (HME) leaders to develop strategy and effective advocacy practices when engaging state legislators, Medicaid directors and administrators at managed care plans and private insurance payers.

Working with HME state/regional association leaders and members of AAHomecare’s Payer Relations Council, Williard has been at the forefront of efforts to protect and bolster Medicaid reimbursement rates and allow suppliers to effectively care for patients across all payer categories. One of the most notable achievements under her leadership was an effort in 2019 to convince nearly 30 states to forgo or limit potential Medicaid rate cuts stemming from provisions in the CURES Act, using our guidance for implementing that legislation, instead. This advocacy work was the building block for relationships with Medicaid leadership across the country.

“I am gratified by the trust and support that so many people have given me to build an effective payer relations program for our industry,” said Williard. “I have been fortunate to have such remarkable expertise, strategic thinking and passion for HME for me to draw on from our Payer Relations Council and other leaders in the industry. When you get to work with sharp people who have a strong sense of shared purpose, that’s a recipe for success.”

We have some major challenges ahead of us for the remainder of 2024, and beyond,” continued Williard. "One thing we’ll be focusing on is making AAHomecare and the HME community a highly trusted source with payers on fair medical policy, ensuring access to care for DME/CRT [durable medical equipment/complex rehab technology] products, and increasing the visibility for the value our care delivers across the full spectrum of health care. Making an impact on Medicare Advantage policies for NIV [non-invasive ventilation] and CRT that are leading to unfair delays and denials of care is also a priority.”

“My move from provider role to that of industry advocate was a natural fit for me,” Williard said. “I wanted to make a difference at a bigger level and fight the big fights for the industry as a whole and joining AAHomecare made that happen. I’m especially blessed that AAHomecare allowed me to bring on two accomplished HME pros, David Chandler and Alexis Ward, to join that fight, and to win. Our industry’s capacity to educate and engage payers is going to keep growing and that’s going to pay great dividends for all HME stakeholders.”

NORTH HAVEN, Connecticut—Home health and home care consultancy Corcoran Consulting Group LLC, has promoted two of its team members to leadership positions within the organization.

Guy Tommasi has been promoted to president and CEO. Before joining the Corcoran team in 2023 as SVP, managing consultant, homecare services, Guy served 13 years as managing director at Guilford, Connecticut-based Lifetime Care at Home. Before that position, he was business and community development director for Wallingford, Connecticut-based Masonicare, director of business and strategic development at Omni Home Health Services in Meriden, Conn., and manager of the emergency and trauma Center at Hartford Hospital.

Holly Haringa has been promoted to vice president and CFO. Before joining the Corcoran team in 2023 as director of operations and consultant, she was client service manager at Lifetime Care at Home for 17 years.

Roberto Muniz, LeadingAge board chair and president and CEO of Parker Health Group, announced the news this morning during the general session of the association’s annual Leadership Summit in Washington D.C.

New this year, the LeadingAge Leadership Award recognizes a leader at any level within a member organization and is presented to an individual whose unique leadership attributes have made a significant difference in their organization or local community. Garofolo’s demonstrated commitment to creating and executing innovative care approaches for older adults living with memory loss, coupled with her contributions to UMC’s culture change programming and promotion of a ‘culture of engagement’ among all of the organization's staff and residents resonated with the award judges. Biden Administration Highlights Plans for Homecare Investments

WASHINGTON—A White House fact sheet highlighted the Biden-Harris Administration's plans for building on the progress of investments in homecare and long-term care.

The fact sheet was posted on April 9 in regards to Care Workers Recognition Month, and touched on the progress the administration said it has made to "make care more affordable for American families, support family caregivers, boost compensation and job quality for care workers and expand care options."

Biden was joined by care workers and unions as he discussed out how he built on that progress with investments in child care, homecare, paid family and medical leave, tax cuts for workers and families and other priorities.

Points from the fact sheet focused on cost of care and long-term care are below:

The Need to Improve Care

Too many families and individuals struggle to access the affordable, high-quality care they need. The cost of child care is up 26% in the last decade and more than 200% over the past 30 years. For older adults and people with disabilities, long-term care costs are up 40% over the past decade. As a result, the cost of care is out of reach for many Americans. At the same time, care workers—who are disproportionately women of color—struggle to make ends meet, even as they care for others. Due to the low pay and the demanding nature of care work, turnover rates are high. In addition, at least 53 million Americans serve as family caregivers—including over 5 million caring for service members or veterans—and many face challenges due to the lack of support, training, and respite.

The President’s Plan to Lower Costs for Families for Care

Biden has made child care, long-term care, family caregiving and paid leave a core part of his domestic and economic agendas. He has referenced these issues in each of his State of the Union Addresses, and proposed transformative investments in each budget. Biden's most recent budget proposes the following:

Long-term Care and Family Caregiving

Biden said he is committed to protecting older adults’ and people with disabilities’ health and dignity. His plan would invest in expanding Medicaid home and community-based services to help a larger number of older adults and people with disabilities receive care in their home or community, and promote better opportunities for homecare workers and family caregivers. There has been substantial growth amongst the younger population under 65 with disabilities living in nursing homes. The percentage of individuals younger than 65 living in residential nursing facilities grew from 10.6 in 2000 to 16.2 in 2017. Biden said his investments will help ensure that they can receive care in their own homes and communities. Biden also proposed substantial investments for family caregivers serving our nation’s heroes, including stipends and support services for family caregivers of eligible veterans.

The Biden-Harris Administration’s Historic Actions on Care

Biden and Vice President Kamala Harris said they have been committed to improving the quality of and access to care while supporting care workers and family caregivers. The President’s American Rescue Plan (ARP) delivered $37 billion across all 50 states for activities and investments that enhance, expand and strengthen home and community-based services and $145 million to help the National Family Caregiver Support Program deliver counseling, training and short-term relief to family and other informal care providers. In April 2023, Biden signed an Executive Order on Increasing Access to High-Quality Care and Supporting Caregivers (Care EO) surrounded by people with disabilities, family caregivers, long-term care workers, early educators, veterans and aging advocates. Over the past year, agencies have made substantial progress implementing the Care EO. For example:

HHS, through the Centers for Medicare and Medicaid Services, proposed rules to ensure that homecare workers get a bigger share of Medicaid payments; and establish minimum staffing standards in nursing homes receiving Medicare and Medicaid funding.
The Department of Veterans Affairs launched a pilot program, known as the Virtual Psychotherapy Program for Caregivers, to provide mental health counseling services to family caregivers caring for our nation’s heroes. The program successfully completed its pilot phase and is now a permanent program. Since October 2023, the program has provided over 4,937 psychotherapy sessions to family caregivers.

OATS, AARP Welcome New Partners to Senior Planet Program

BROOKLYN, New York—Older Adult Technology Services (OATS) from AARP onboarded 14 new licensed partners to its “Senior Planet” licensing program; a program that provides community-based organizations across the country with tools to help older adults access technology and use it to enhance their lives. Licensed partners across 13 states will begin delivering in-person technology classes to older adults in their communities, making the award-winning Senior Planet curriculum more accessible than ever before.

The licensing program was launched in 2021 to meet the growing demand for meaningful, in-person technology programs that could reach older adults in rural areas. In addition to foundational technology courses like Getting Started on Zoom and Smartphones at a Glance, the free program caters to a diverse range of interests and needs among the aging community, offering digital creativity platforms like Canva and fitness and meditation apps like Insight Timer, the iPhone Health App, Google Fit App, to name a few. A commitment to accessibility and inclusivity is prioritized, with curriculum options available in multiple languages, including English, Spanish and Chinese.

The Licensing Program has more than 123 licensed partners that offer programs at 393 active sites in 35 states across the country. New partners participate in a five-week train-the-trainer series, after which they are provided with access to a growing selection of Senior Planet curriculum and ongoing support including resources, updates and access to a network of licensed partners across the country. With plans to continue expanding each quarter, new partners for Q2 2024 include:
